ABSTRACT
India’s nuclear tests in May 1998, Pakistan’s swift riposte, and the violent upsurge in fighting in Ladakh from May to July 1999 alerted the world to their increasingly dangerous confrontation in South Asia. Meanwhile, barely noticed, another potential conflict is building up to the east in the Himalayas along the Roof of the World.
