ABSTRACT
For some students of the Holocaust, questions of timing and decision-making appear disturbingly trivializing and pedantic in view of the horror of the event itself. And yet, as the on-going debate on the origins of the “Final Solution” continues, it becomes all the more apparent that these questions are of crucial importance if we are to understand the manner in which a modern state embarks on a genocidal undertaking of continental dimensions.
