In the unit costing LEAs (Met U, County U and London U) a full, anonymised list of pupils permanently excluded in 1994/95 was obtained and fifteen cases
were identified in each. The parents were approached through LEA officers to seek their co-operation, and ten cases were located in each of the three LEAs.3
