ABSTRACT

The EU provisions that affect trade are not only those establishing a customs union as discussed in previous chapters but also the ‘Rules of Competition’ in Part Three of the Treaty of Rome. They form the basis of its competition policy. In addition, the CEC has tried to formulate and put into effect an industrial policy. A resumé of these rules will be presented here and the shifts in industrial policy will be illustrated by an outline of developments in the steel industry, and the ‘sunrise’ information technology industry. Further references will be made to these policies in the relevant chapters.
