ABSTRACT

The place and nature of any citizenship programme must be set in the context of the school’s aims, culture, ethos and values. Citizenship education is not only about lesson content, and not all schools teach citizenship as a specific subject. Whether the intention is to maintain subject provision or to develop and enhance it, the first step in planning and evaluating whole-school provision must be to conduct an audit which will clarify the current situation. This will enable the school to ensure that time and other resources are used to best effect, that statutory requirements are being met, and that repetition is avoided.
