That a people, as a people, ‘should accept those who come and settle among them–even though they are foreigners,’ would be the proof [gage] of a popular and public commitment [engagement], a political res publica that cannot be reduced to a sort of ‘tolerance,’ unless this tolerance requires the affirmation of a ‘love’ without measure.
