ABSTRACT
Part I consists of three chapters and sets the stage for the analysis in the rest of the book. Elements of consumer demand theory are used fairly exten sively in public economics because efficiency and welfare implications of public policy changes have to be evaluated and this can only be done in terms of a calculus of individual welfare.
