ABSTRACT

So far as the first, planning, stage in the process of incorporating a technology is concerned, the planning of the Korean government and of the industrial firms in our sample seems generally to have been quite accurate and effective. Output targets have been precise enough to enable producers to translate them into demands for their own products, and set long enough beforehand to give them time to respond. More importantly, the targets, once established, have been adhered to, and generally attained. This last achievement is impressive and beneficial for once one set of targets is attained, the next set is all the more plausible and all the more likely to be adhered to. To have an impact on the structure and volume of output, planning must be credible.
