ABSTRACT
Problems that troubled western Europe’s governments in 1996 included those raised by east European requests for admission to the European Union, and those involved in creating an ‘economic and monetary union’ (EMU). Heated debate on these questions sometimes obscured the amount of progress already made towards European unity.
