DEFINITION OF TRANSNATIONAL ENVIRONMENTAL CONFLICT MANAGEMENT In order to understand what is meant by Transnational Environmental Conflict Management (TECM), we need to look at every single aspect of what a conflict is and how it arises. To begin with, we note that ‘a conflict occurs when the current or planned action of one party is incompatible with the claims of another party or basic principles of conduct’.
