ABSTRACT
In Norway, the term voluntary sector has been used to describe civic activities during the last 50 years. Within the voluntary sector, the membership-based association (forening, a word that originates from the German Vereinung) has been the core unit. Until recently, foundations have not been included in the voluntary sector, most often they were regarded as a type of ‘private’ ownership, together with limited companies and other for-profit ownership forms.
