ABSTRACT
The evolution of Italian aid has been marked by a series of ups and downs. Cycles of increased resources have been followed by drastic reductions. This reflects an essential characteristic of Italian development co-operation policy: it is not a structural component of Italian foreign policy, but a circumstantial component dependent on diverse factors.
