ABSTRACT

Public support for research and development (R&D) activities in Malaysia has grown dramatically in recent years. Despite the large fmancial outlays, the returns from the massive investment have been disappointing (Business Times, 1992). Spending more on R&D alone does not necessarily guarantee success. Of far greater importance are efforts to ensure that investments in R&D are deployed effectively and efficiently to achieve stated objectives. Improved research utilisation has major implications for the management of public-sector R&D.
