ABSTRACT
We assume that the principal purpose of government is to secure the conditions for public well-being. This public well-being includes the paramount values of prosperity, welfare, equality, freedom, stability, and security. How these values can best be attained has been an enduring topic of inquiry and concern for social scientists, philosophers, and policy-makers.
