Introduction

An education system needs to justify itself constantly by reference to the values which underpin a nation’s culture. In a democracy it is expected to transmit a range of intellectual, aesthetic and moral values which permeate the curriculum and approaches to teaching and learning. These will reveal the answer to such questions as what knowledge a society considers worthwhile, its appreciation of truth and beauty, how it rates the difference between good and evil, its sense of the individual.
