ABSTRACT
The famines in Ethiopia, Sudan, Mali, Chad, and Mozambique in 1984-5 attracted massive international publicity. Many other countries frequently suffer conditions of drought or floods which could lead to famine were it not for reasonably prompt and effective preventive and relief action by governments.
