ABSTRACT

This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part summarizes the presentations and raises a couple of issues by comparing UK and Japan. It shows that the deployment of digital TV showed notable progress in UK, and gave a summary of regulation policies on broadcasting not only in UK but also in the EU. The part focuses on the UK regulatory system for telecommunications and broadcast. In Japan, there is only one public body responsible for regulating telecommunications and broadcasting, the Ministry of Posts and Telecommunications. If there were 22 regulatory bodies in Japan for telecommunications and broadcasting, there would be countless fights between chiefs of bureaux on setting boundaries of jurisdiction; the consequence would be chaotic.
