ABSTRACT
Planning is the primary instrument of development in the Kingdom. As conceptual frameworks the Five Year Development Plans represent structural designs for society’s development; as organizational frameworks they provide guidelines for implementation. While all government agencies are involved in the planning process, the key role is assigned to the Ministry of Planning, which is responsible for the preparation and co-ordination of all sectoral plans at the national level.
