There is also an increasing trend for people to enter Japan on a tourist visa, work during the period of validity, and then leave Japan when the visa expires. This seems to be very common among South Koreans, and cases have been reported of employment agents in Japan asking Japanese brokers in Korea to recruit laborers there (Shinano Mainichi Shimbun b, p. 47). In one case that occurred during a period of 'increased vigilance' in November 1991, four middle-aged men from Korea who had multiple visit visas (valid for 15 days each time) underwent a screening at Osaka Airport and as a result were refused permission to enter the country because they were unable to explain their sightseeing plans, and because they had work clothes in their luggage (Ministry of Justice y).
