1NTHElastchapterreferencewasmadetotheequivocalpolicy followedbyAndrassyduringthecrisisovertheRussianevacuation;hewasthoroughlyatloggerheadswiththePorteoverthe termsoftheoccupationofBosnia,theHercegovina,andthe SandjakofNovipazar,andinconsequenceboththeBritishand Turkishgovernmentswereinclinedtodoubtwhetherhecould bereliedupontoopposeRussianpolicyinthepeninsula.It may,indeed,besaidthataftertheendof1878theSultandisplayeddecidedlymoreanimositytowardsAustriathantowards Russia,andstruggledmuchmoretenaciouslytomaintainhis authorityinBosniathaninBulgaria.ThisAustro-Turkish quarrelreceivedatthetimemuchlessattentionthanthecrisis overtheBulgarianclauses;itsinfluenceuponthetreatysettlement,andontheNearEasternquestioningeneral,was,however, equallyimportant,andanattemptwillbemadeinthischapter toshowhowseriousitsproportionswere.
