ABSTRACT
There are fashions in everything and it seems the management fashion of the 1980s and 1990s has been Total quality Management (TQM). In some parts of the world, notably the USA, whole sectors of industry have become Total Quality organisations. In one instance a very powerful country has declared that its armed forces are now dedicated to Total Quality - whatever that may mean.
