ABSTRACT

Economic development in any area brings on manpower problems of two general kinds: the securing of unskilled and semi-skilled labour to meet the needs of new farms. factories. and mines. and the training of technical. managerial. and administrative manpower required by a modernising society. In contemporary Africa it is the latter problem which has become of overriding importance. But the development of an unskilled labour force was historically the major concern of governments and employers in Africa. and there still persist important problems related to the use of unskilled labour. It is with the problem of the unskilled and semi-skil1ed labour force that this paper is concerned.
