In the mid twentieth century 'development' has become a blessed word. With the world's population growing apace; with the gap widening between the resources available to the world's rich and the world's poor; with some increase in our sensitivity to the misery in which so many of our fellow humanbeings subsist, the sophisticated organisation of development has now become amongst the most urgent of our moral imperatives. It is high time: the matter is urgent.
