ABSTRACT
There is only one answer: The conflict will be decided by a relatively few men in the front line. This has not changed since the introduction of national mass armies and the machine gun. Further dramatic developments in weapon systems will involve more and more soldiers further to the rear, and more civilians will become embroiled in the fighting. But their participation will be passive. Active fighting can be undertaken only by combat troops. And only a few of these soldiers will decide the outcome of delaying actions, defence and above all of attack at the focal points. Modern technology will make no difference to this as long as weapons have to be operated by soldiers, who by doing so must bravely risk their lives.
