ABSTRACT
In the light of the analysis in the last two chapters of what security intelligence agencies typically do, here we consider questions of organisational structure and process. Specifically, should there be a domestic security intelligence agency separate from the police, how should the agency be controlled by elected ministers and what are the major issues of organisational resources and culture?
