ABSTRACT
In North America and Australasia the last 20 years have seen a range of inquiries into domestic security intelligence agencies and various new oversight mechanisms were developed. In the UK during the same period governments put up staunch resistance to any similar proposals. Even when the government introduced the Security Service Act it denied that it was a review or oversight measure (see below) and a major impetus behind the Bill was to head-off demands for greater democratic control.
