ABSTRACT

Programme Food Aid Defined For policy and analytical purposes food aid (and aid more generally) is conventionally classified in terms of programme, project and emergency or disaster assistance. In practice, the different categories are not always distinct, but there are broad distinguishing characteristics:

- Project food aid is usually provided as one of the resources within a narrovvly circumscribed conventional project framework: for example, the wages in kind in a normal food-for-vvork activity or the food to be supplied as a school meals programme;

- Relief aid provides rations for those affected by disasters, refugees and displaced people;

- Programme aid provides commodities vvhich are sold or, accord­ ing to more recent jargon, ‘monetised’ vvithin the recipient eco­ nomy.
