ABSTRACT
This Chapter addresses three controversies concerning political condi tionality: the issue of double standards (or foul play) on the part of the recipient as well as that of the donor; the notion of democracy as a problem for policies vvhich aim to promote the practice of democracy; and the relationship betvveen democracy and economic development vvith special reference to Southeast Asia.
