ABSTRACT
Intelligence is gathered in order to be used. Intelligence which is not used is of little significance – this is where the study of intelligence differs from other historical studies – and scarcely deserves to be called intelligence at all. Intelligence is not an end in itself, nor is the means by which it is gathered: both serve a greater end, the securing of political advantage in peacetime or victory over an enemy in war.
