Between 1 890 and 1 9 1 4 about 60,000 people, roughly 1 0 to 1 5 per cent of the total slave population of about half a million, received 'Letters of Freedom' or Freibriefe from the colonial authorities in German East Africa. 1 This article will examine the reasons why, where, and to whom these certificates were issued.2
