ABSTRACT
I have the honour of respectfully responding to Your Highness' letter of the 4th of this month.
Russia will, once peace has been concluded with Japan, return its army corps and divisions from the far east, and in the space of about six months, its army's strength in European Russia can be at the pre-war
level once again. It will take rather more time to make good their expenditure of munitions and to refurbish their weapons and artillery. But in a short space of time, the Russian army, at least outwardly, will be refitted. However, inwardly there will still be differences.
