ABSTRACT
The other powers of Europe could not observe this rivalry with indifference. Any power that wanted to join in the dialogue in Europe, indeed across the whole globe, could not allow the armament of its troops to fall too far behind that of the two leading powers. However, it was not necessary to take part in every phase of the arms race. It was enough to exploit the essential lessons and achieve the same goals as the others with less effort and cost.
