Local Campaigning in the Referendum
As described in Chapter 3, two main ad hoc groups emerged to playa part in the referendum campaign - Think Twice and Scotland Forward - but, as far as local campaigning was concerned, the parts that they played were very different. The national headquarters of Scotland Forward initially set out to create a network of local contacts. A series of public meetings were held in the major cities and in some other areas at which those attending were invited to leave their names and addresses and to act as contacts or organisers for local areas. The Scotland Forward web site advertised local events and the availability of campaign literature. In the event, however, the main campaign contribution of Scotland Forward at local level was to act as a clearing house and provide a co-ordinating mechanism - in very few cases was there a Scotland Forward campaign that was distinguishable from the campaigns of the three pro-devolution parties.
