ABSTRACT

The return of Moi and his cohorts to office following the 1992 elections was profoundly upsetting, though in retrospect it was inevitable given the electoral rigging and winner-takes-all system. Opposition leaders called the elections a hoax. 1 The CPK bishops, in glaring contrast to all previous elections, refrained from congratulating the president and KANU on their victory, and simply called for peace and prosperity in the troubled country. Bishop Okullu, in his new year's day sermon in Kisumu, went so far as to congratulate the opposition 'for their performance in spite of all the hurdles the KANU regime put in their way during the elections'.2 The Catholic Church and PCEA acted similarly. Officially, Archbishop Kuria declared that as a religious organization, the Church was not affiliated to any party, and that its work would go on as before. But, in private, Church leaders and members expressed anger and despair.3
