ABSTRACT
The Food Aid Convention (FAC) is an international agreement under which signatories are legally committed to provide specified minimum tonnages of 'wheat equivalent' food aid, with the objective of providing a guaranteed minimum flow of food aid to developing countries. I Historically, the principal objective of the Convention has been to provide a safety net protecting recipient countries, from both financial and nutritional perspectives, against potential downward fluctuations in annual shipments of food aid.
