ABSTRACT
The Commander-in-Chief fully intended, when circumstances permitted, using Malta again as a fleet base for surface ships as well as submarines to operate against enemy shipping on the Italy-Libya routes. Until April 1941, however, the defences of Malta had not been adequate to keep down the severe air attacks, which had been intensified since the arrival of the German Air Force in Sicily in January.
