ABSTRACT
The most important economic issue that will face the world of the twenty-first century will be the unequal distribution of income and wealth within countries but also among countries and regions. The slogan 'the rich become richer and the poor become poorer' is the legacy of the twentieth century and it will torment the global citizens in the next century.
