James Callaghan at the Home Policy Committee 1970–71: Organising the NEC research programme

From 1968 the Research Department at Transport House was active in preparing policies for inclusion in Labour’s 1970 general election manifesto. The NEC statements Progress and Change in 1968, and Agenda for a Generation, Labour’s Economic Strategy and Labour’s Social Strategy in 1969, represented a ‘major attempt by the Research department to lead the Party to a radical position’ in anticipation of the campaign for re-election.1
