ABSTRACT

In the structure of this book, we began with a general concept - flexible learning - and then looked at this from four individual perspectives: the institutional, implementation, pedagogical and technological. In the previous chapter we integrated these perspectives, but with a core focus on pedagogical change via the U turn . In this chapter, we take a different focus. Many times we are asked to advise on cost-effectiveness questions, particularly from decision makers in an

institution considering a commitment to a new technology investment. Traditional cost-effectiveness approaches have not been useful. We suggest instead a simplified return on investment strategy based on the 4-E Model (Chapter 3) and involving the institutional, pedagogical and technological perspectives as well as economic, qualitative and efficiency ones. In this chapter, we explain how this strategy works.
