ABSTRACT

For flexible learning to occur, instructors and learners will probably need to make use of technology. This involves acceptance as well as actual use in practice of the technology. What if they do not want to do this? There is a long line of experience that relates to instructors' and learners' responses to the use of technology in learning-related situations. In this chapter we look at what we have learnt with respect to the likelihood of an individual - instructor or learner - making use of a technical innovation in a learning-related setting, in terms of the 4-E Model, in order to be able to apply this to the flexible-learning situation. We

also use the 4-Model to help predict implementation success, particularly during the initiation phase, and to comment about the importance ofleadership and staff engagement to any implementation effort.
