ABSTRACT

The second model depicts the child welfare system as it is outlined in most state legal systems. It is probably best described as a highly rational model. It highlights one part of the total child welfare system, the legitimacy or sanction for intervening in family life. The view taken in this discussion of the legal system is from the social worker’s and/or client’s view of the system. The model assumes and depicts the process of legal intervention as a rational process.
