ABSTRACT

Rich in resources, yet poor technologically and economically, the Arab World is facing the twenty-first century in total uncertainty. It progresses one step forward but regresses two steps backward. It espouses modernity but condones medieval forms of government. It calls for de-

velopment, but restricts the freedom of entrepreneurs. It builds complex organizations, but they are just symbols of modernization; and in the Arab World, governments claim inclusion, but practice discrimination.
