ABSTRACT

Program evaluation is the study of many aspects of organizations, such as program design, planning, implementation, monitoring, and effectiveness (often referred to as outcome studies). The ultimate goal of program design is professional accountability, which goes hand in hand with consumer empowerment by making visible and even public who’s doing what to whom; as well as how, how often, and why; and whether what’s being done is meeting professional service mandates efficiently, effectively, and ethically (Smith, 1990).
