ABSTRACT
Outcome effectiveness is measured by standards developed or understood by the interested parties. When multiple entities such as a hospital system, nursing schools, community agencies, and numerous faith communities (churches) are involved in development of volunteer programs and projects, measurement of outcome effectiveness can be difficult. Of greatest concern is deciding which objectives should be considered the standard for effectiveness. When entity objectives are not congruent, measurement becomes meaningless and cumbersome, and the program seems ineffective.
