ABSTRACT
Establishing a flexible learning environment involves integrating learning, teaching, and supporting resources so that students can select from a range of learning opportunities. This requires a significant commitment by an institution. To maximize the return on investment, the use of the resources by a variety of student groups, both on campus and off campus, should be considered.
