ABSTRACT
A governmental agency may establish areas within its jurisdiction for residential, business, multifamily, and commercial construction. The public regulation of the type of construction permitted in a designated area has its origin in protection of the public good. The resulting effect is to provide like occupancy in part for the protection of property values. Such a regulation supercedes property owners' rights.
