ABSTRACT
The Diamond Hill Development Center is a small, privately run agency operating out of St. Augustine’s Episcopal Church in the Diamond Hill section of town. In spite of its laconic name, Diamond Hill is known locally for its high crime rates, public housing projects and predominantly low income African American population.
