ABSTRACT

"{Mlerely changing the rules of the game will not create aJapanese government capable of moving fotward in domestic and foreign policy. The structural changes at home mean a leaner economy and government austerity. The changes in the world at large foltt Japanese leaders to embrace their proclaimed activism . ... The problem for politics and diplomacy is that the end of one-party dominance in 1993 has yet to reveal a new political order that provides leadership, reform, and international impact."
