ABSTRACT

This chapter is based on some stylized facts that are recognized as the basis for the good performance of a national innovation system (NIS) (Nelson, 1993; Cimoli and Dosi, 1995; Kim, 1997a; Lall, 1997), namely: (a) the competencies in terms of knowledge, skills and abilities that the human resources in science and technology (HRST) acquire and develop over time; (b) the existence of efficient interactive networks between the main actors in the system; and (c) the linkages with networks at an international level. Particularly, this chapter is focused on the HRST's recent evolution and their relationship with the other parts of the Mexican innovation system.
