Group Child Care Consultant Services (GCCCS)

SECCA is essentially a trade association and vehicle for collective action of the administrators of residential child care agencies, largely denominational (Baptist, Methodist, Presbyterian, Church of Christ, etc.) in heritage, in the southeastern part of the U.S. With Keith as the focal point, the members of SECCA developed the resources and constituted most of the governing board of the original project. UNC, a state university whose principal facility is in Chapel Hill, was a willing partner, through its extension service which was intended to be sensitive to political demands for service throughout the State. The Duke Endowment, under Marshall Pickens (and later through its child care service director Bob Mayer) was an early financial supporter of the project. This fund, set up (by Mr. Duke) for charitable causes in the Carolinas, has historically been active in child care and support of the Workshops.
